BTC is ready to rise?

BTC retested local high which show lower volume, this may indicate that whales not interested to sell at current level.
There is a chance that BTC will retest 23k and then 26k6.
A drop bellow 20k3 would invalidate this, BTC may revisit 17k and stay there for awhile.
